I created a new project in Jira, wanted it to be a service desk. But the IDE is confusing and it automatically created a Business project which I don't want. So I removed it to trash. But now, trying to create the project with the correct template, it won't let me use the same key. I deleted the darn project! Why won't it let me use the key of something that is in the trash?
Never mind. Looks like you have to permanently delete something that was deleted. Computers. Arghh!
actually you will need to go beyond deletion. You likely will have to contact Atlassian Support and see if they can clear the DB for you. On cloud you have not means of doing this.

Well the reason why I posted the answer to my question is because it worked. I don't know why deleting something doesn't actually delete it. But deleting it from the place where you deleted it to really does delete it.

good to know. I think others have had less success. it likely depends on the conditions of the project being deleted. glad it worked for you!
