In relation to billing of Jiira Cloud solutions;
When you upgrade your nr of users to a new level, f. ex from level 401-500 to 601-800 do you get a new licence and is this considered a new licence when it comes to billing?
Atlassian increase it's pricing for new licenses aquired on or after october 3. If upgrading to next user level is considered as a new licence I want to do this before october 3.

Welcome to the Atlassian Community!
Kindly notice that the price per month or year in Cloud is per user and not per user-level. Therefore having 401 users is different than having 402 or 403 and so on, and anyway you only pay for the exact number of users you have in your instance.
