Unintended Notifications for Internal Comments

When my team or I add an internal comment to an issue in Jira, all users associated with the ticket—Reporters, Participants, and Watchers—are receiving notifications. To my knowledge, Reporters should not receive notifications for internal comments.

Question:
How can I troubleshoot this issue to ensure internal comments only notify the appropriate audience?

You need to look at your Notification Scheme. It is probably set up so that Reporters get notified on comments. One thing to keep in mind is that if the Reporter is a Jira user (not a Customer), they will get the notifications even though it is internal. As long as they have Browse Projects permission to that project, they are treated as a regular Jira user and get regular Jira notifications.
