Unable to set Assignee field with ServiceNow / Jira integration using users name or email

I using an API to send ServiceNow Incident information into a Jira Project Board, however, I cannot seem to get the Assignee field to work.  Every time it runs I get error "User username does not exist".  I have tried using the name string and email.  I wonder if Jira has a unique ID for users?.  Any help on this would be appreciated.  Thanks!!

I don't know why I did not try the obvious field in ServiceNow user_name.
