Unable to add or change values for custom field after it is created

I have dug everywhere, I've followed multiple guides. All have lead me down the same path Custom Field configuration and add additional values. 

Am I missing something? There is no way for me to update the values I originally predefined. In the case of my photos we had a list of users as approvers. I need to change this list to reflect who are actually in the org still. 

Please help me?!

The approvers field is a field created by JSM and is getting its data from the users that have access to your instance, including JSM portal only users. You can find all your users if you go to admin.atlassian.com.
