Hi Atlassian Team,
We have an issue / bug currently running around in our Jira Cloud.
This current project can't seem to add comments or assign users to tickets even with the highest settings in Roles (Administrators, addon-project-roles, Lead Developer)
Users use to be able to do this even with just the Lead Developer permissions given.
Let me know if you need more details or link to the project.
Please assist on this and let me know what I'm missing here.

Can you go to project settings > permissions > and check
Assign issue permission
Assignable user permissions
Add comments permissions
Check whether those project roles which has assigned to the users has these permissions
can you share a screen shot of these permissions from you project to check to which user or role these permissions are assigned to

1. Attached is the requested Assign Roles.
2. I've placed myself in the project and granted Admin, Add-On Project Roles and Lead Developer
3. As shared screenshot for proof that both the edit comment and Assign users are greyed out

As shown in the second screen shot the role you have selected is Atlassian-addons-project-access (Migrated) but the project role these permissions has is Atlassian-addons-project-access both are different so can you select the project role Atlassian-addons-project-access the one which doesn't have (migrated) on it

When I'm in Project Settings/ Permission/Issue Permission
where is that magic 3 dot or other button which allow me to enter edit mode. I'm and Admin.
