Type Full name when creating a user

When creating a JIRA user I can't type in the Full name, it automatically becomes the email address.

Is there a possibility for the creator to type in the full name or is the user the only one that can do that by changing the account after creation?

If the creator can't type in the full name, please give me a logical reason for this functionality.

Are you referring to jira cloud, or jira server? On jira cloud, you invite users to your instance. Then the user who receives the invite creates an atlassian account (<-- this has nothing to do with your site). Then the user has the option to change his/her full name.

On jira server, you (jira admin) can change the user's full name as well.
