No, it doesn't work that way. Your transitions are part of workflows. There you have statuses and every step you can take from one status to another is a transition.
On each workflow transition, you can - optionally - configure a transition screen. The screen allows your users to add additional information during the transition and even add validators, e.g. to make sure certain required fields are filled out before they can move an issue to the next status.
Each transition is represented on an issue's detail view as a button. Clicking the button triggers the transition. If there is a screen associated with the transition, it will pop up. If there's no screen associated with the transition, it will just happen instantly. Only the transitions that are valid for the issue's current status will be shown as a button on the issue screen.
