Till yesterday, I was able to import CSV files to our Cloud instance, but since this morning, after selecting any CSV files, including those that worked earlier, the wheel showing that the file is uploading continuously, and after a long wait, it shows that "Unable to Connect Jira" .
Please fix the issue ASAP, as we are in the middle of migration.

You need to add a support ticket to get help from Atlassian support go https://support.atlassian.com/contact/#/ Allowing them to go into your site will also help speed up the process.
You should be able to import tickets via csv!
