I am using a nextgen board for my project and I am trying to create an issue type were only admins can view. I created the issue type and selected the lock icon on the top of the issue and restricted it to only Administrators.
However when I create an story for the issue type, everyone can see. How do I make it so that only admins can view the issue type?

I don’t quite understand what you mean by "lock icon on the top of the issue".
Can you upload any screenshots about this?

Even with it restricted to just Admins, other users that are "members" are also able to see them. In order for me to restrict them from seeing it, I have to take the extra step of going to the specific Issue story and restrict it there as well.

After testing, I found that the existing functions are indeed different from your expectations. Unauthorized roles can still create Issues, but they cannot be viewed after creation.

For new issues, only allow these roles to view them by default.
