Restrict creation based on custom field value

Hi,

I am looking the way to allow everyone to create the issue when custom field value is A. If not A then only administrator or Project manager role can create issue. Look like I can achieve by behavior or workflow condition on create.

Using behavior not sure on getting the roles as it required issue key. On create how I can get issue key to get project role?

If I use workflow condition then How I can do that?

 

Any suggestion?
