I want to remove the 'development' field from a certain projects issue screen.
It's not a software development project, actually its a Digital Print Centre service desk!
So all the development stuff isn't needed.
How do I do that?

From the project's permission screen you can remove the permission for access to development panel and then it should no longer be visible.
Just tested it on test instance and works like a charm :)

It's possible you have to delete the View Development Tools permission in your permission scheme
You need to have something like that
