As mentioned in another comment please raise a ticket with https://support.atlassian.com/contact/?postauth=true#/, they can re-enable your site.

I think your accounts were revoked Jira Product access by your Org/Site admins. This Portal is a community portal for worldwide atlassian users and may not be the right place to address this.
You will have to reach out to your internal IT or Atlassian team to help you for the access here.
PS: would advise you to Remove the emails from your post since they look like official employee emails

Those user accounts are not inactive due to inactivity. Atlassian doesn't de-activate user accounts due to inactivity. Instead those a managed accounts. The organization that manages them have disabled the accounts. Only an organization admin of those accounts could choose to re-activate them. I'd recommend that you have those users reach out to their own org admin to do that. Only once that is done could you then invite those users to your site.
If those users don't know their org admin, then they should reach out in https://support.atlassian.com/contact/ in order to seek Atlassian Support for identifying their org admin for more help here.
