Atlassian products provide RSS feed which contains links to latest binaries.
Please refer to EAP offering page for more detail.
Besides, watching release note (e.g. Bitbucket Server release notes) is also good idea to be notified if you prefer to receive email.
As a side note, this question caught the attention of Atlassian Support and we discussed over what is the best experience for users. We'll inform you here when Atlassian takes further action on it.

You can add teh RSS feed for the Atlassian blogs to your RSS feed reader and you will remain updated with all the latest product releases because we blog about them on release, and we also blog about implementing new functionality so you wouldn't just stay upto date with the releases but also with all the latest functionality.
