How can I tell how many Attachments have been uploaded?

I'm using Jira Cloud.  How can I tell how many attachments have been uploaded on my cloud instance?  

Also, how can I tell how many comments have been made on the same instance.

Two ways: 

1) Raise a ticket with Atlassian and ask. 

2) Navigate to "Administration">"System">"Backup Manager">"Create Backup for Server"

Download file when complete. Unzip folder and open the "entities.xml" file. Without even scrolling down, you should see a section called "Database statistics". This section will have as its last two lines "Attachments" and "Comments".
