I have tried to setup security levels in a project, to control access on issue level. I have done as described in the documentation:

But I cannot find any security level field in the issue layout, and if I click the issue screen it uses the security level appears as a field.

Ah, you can not find it in the new issue view, is it correct? I believe, security levels are not available in the new issue view. Only in the old issue view

Yes this is correct. If you set the security level in the old view, it is seen in the new view as a pad lock
