Possible to share a filter without granting "browse projects" in permission scheme?

I want to share a filter with non-user (i.e. "public") - however I do not want to enable that anonymous user to modify the search terms.  I've read a lot of the threads and discussions, but the conclusions I've come to are these: If you share filter "public"

  • without "browse projects" permission, you get errors and an anonymous user cannot see any results.
  • with "browse projects" permission, user can see results, plus modify the search and generally browse any issue (that is, any issue without issue-security set).

Am I missing something, or it is simply that sharing a filter with "public" implies letting anonymous users have "browse project" access in the permission scheme?

this would not be possible. you could export to excel and share that if you liked.

Yes, that's correct.

A filter is a search, that you can share.  But if the people using it can't see the issues it returns, then they, well, should not get any results in the filter.  You've secured the issues away from them.

If you want people to see useful stuff from a filter, you need to give them the right to see the results, not just the question.

Make sense - was a little hard to decipher from the documentation (at least for me).  Therefore if I want an anonymous user to view results, they will also be able to browse all issues (except those with security set).  The only workaround I see (to report issues to a known person who is not a user) is to report the issues into another document and forward it to them.  Of course, this is slightly different than an "anonymous" person, at lease in the colloquial sense, because I know to whom I want to send the report.
