I would like to inquire if there are any performance issues when our JIRA has too many global automation rules?
If yes, are there any fix or work around (beside removing the rules in the system)?
I dont think to many automation will affect the overall performance of the instance but will definitely affect the time of execution and also you may be affecting the Service limit of your jnstance.

I don't think you are going to hit any performance issues but here are 3 things to consider:
1) If you are truly hitting the limits of automation rules . . someone from Atlassian will call you =)
2) Depending on your Jira subscription, you are more likely in danger of hitting your monthly usage limits and this is NOT good as once you hit that limit no more automation rules will run.
3) If and in the unlikely event that an automation rule runs excessively, Jira will stop it automatically.
