Only resolved notifications for Informer

Good morning,

I have an informer who ONLY wants to get informed when the incidence is resolved.

Then, I have the following scenario: 

 - A new notification scheme is created; there are not notifications for any of the events unless for the Event "Issue Resolved",  which notification is sent to the "Informer".

 - The scheme is applied to the Project

 - An incidence is created, THE INFORMER STILL RECEIVES THE NOTIFICATION

 - I have checked with the Notification Helper, and it says that the INFORMER IS NOT RECEIVING THAT NOTIFICATION.

I do not understand what is happening here.

Any help would be much appreciated

You're saying there is no notifications to ANYONE for create, edit, or any other action? If that is true you should open an issue with Atlassian. If there is, then the user must be getting the notification because they belong to a role or group getting the other notifications.
