We are looking to receive a notification when a user is either given a license or added to a licensed group (jira-software-users/jira-servicedesk-users).

I think that you should search the marketplace for an app that could do that. Out of the box you can't on server.

No need for this anymore. I asked this at the start of my time with JIRA, I would just use ScriptRunner. Thanks for a response!
