Is it possible to add a Notification to a specific User when a Ticket is moved to another swimlane? Since we have developers with different roles, it would be practical that the Q&A dev recieves a notification whenever a ticket is being moved over to that swimlane, instead of having that Q&A person constantly looking on the jira board to see "if something happens".. :)

Jira's event notification and Issue move between columns are not directly related. It depends on state changes, event configuration, and notification scheme configuration.
Jira applications can generate email notifications for various events that happen throughout the lifecycle of an issue, including custom events. Notifications are defined within a notification scheme (see below), which associates particular events with particular email recipients. The notification scheme is then assigned to a particular project.
