No users displayed when using “@”

By one of our colleague registered in Jira, there is no list of users displayed when using the “@” sign in the detail or comment text boxes.

Is there a way to enable this functionality?

Take a look under System - Global permissions - Browse users and groups. Does your user have that permission?
