For all other issue types, such as user stories and bugs, when hovering over the issue type icon it gives me the option to change the issue type. However, not for tasks. Instead, i get a message that states, 'Task- you cannot edit this issue type in this project'.
How can i change that so that i can change a Task to a user story by hovering over the issue type icon.

Basically it means that the Task issue type uses a different workflow than "all other issue types" on your project. So in order to change to an issue type that uses a different workflow, you need to do the Move function under the 3 dots menu on the upper right side.
When you say "for all other issue types", is that in the same project as the Tasks you can't change?
That can occur if the issue type is using a unique workflow that would require a mapping of Status values to Status values in the workflow that applies to the destination issue type. Does the Task issue type share a workflow with any other issue type?
The alternate method to change the issue type is to use the Move Issue option and select the new issue type. The wizard will walk you through mapping the Status value.

This usually means that tasks and the other issue types are configured differently, so you can't just "edit" the issue type, you have to migrate (move) from one type to the other.
The configuration to look at is all the fields and the workflow - the two types must be using the same ones.
To change the issue type to a differently configured one, use the "move" option in the tools menu.
