My Customers cannot open Excel Attachment

My Customers cannot open excel which we are are sharing with them over ticket.

 Error is:

 

forbidden (403) encountered a 403 - forbidden error while loading this page. 

Please advise.

That suggests that you've put some form of filtering in front of it to prevent people getting files of certain types.

We have just uploaded the excel, not filtering has been added.

A 403 error means "the server has refused to give this page to you because the security is configured not to let you see it".

JIRA does not have any functionality that does that.  A user who can't see something gets a JIRA page with a message telling them that JIRA is not letting them get to it.

A 403 is "you can't see any of this page at all".  It's your network proxy or firewall blocking your access.
