I have a project that is currently setup as a business project (wrong type set when created) and I'd like to migrate everything to a new software project. What is the least messy way to do that? We have around 3500 issues in the current project. I've created a sandbox of our setup so I can experiment without affecting prod.

You could create a new project and move the issues to the new project.
You could export the data and use Import to create new issues in the new project.
Do your issues have history that needs to be retained? Do they have comments?
Do you have links between issues?
Do you leverage a multi-level issue hierarchy (i.e. Epic > Task > Subtask)?
Do you have attachments?
Are you using a Team Managed project or a Company Managed project? And which do you want to use for your new Software project?
