In older versions of JIRA this panel at the top was always visible when working with the description of a task no matter how long it was and how far down you have scrolled. It used to to be fixed at the top, so it was always easily accessable.
However, in this new version of JIRA this panel does not remain fixed at one place and when you scroll down it is not seen anymore and is somewhere outside the screen, so in order to use any tool from it, you have to scroll all the way back to the top of the description to do something with it, and then scroll back down to where the that tool was applied, find again the place you were editing, and hopefully you it did what you expected since you could not even see the result until you scrolled back to that place. 😭🤦🏼♂️
Hi all, just to let you know that the fix for this has been rolled out to 50% of customers already. The other 50% will be rolled out ASAP, we had to pause due to an incident that happened elsewhere.

Hello @e.kurganov,
Thank you for reaching out to Atlassian Community!
The new issue view uses Markdown and the toolbar doesn’t have the same functionality as the Markup editor on the old view.
There are feature requests suggesting this improvement:

Hello @Angélica Luz ,
Thank you for your response! I looking forward to resurrection of the good ol' sticky toolbar! I've voted for all the issues you've mentioned and added them to the watchlist. Hopefully, this issue will be solved as soon as possible because it is so painful right not to work with the majority of issues. I wish I could just roll back to old version of JIRA at this point.
Is there possibly a some kind of legit workaround you could recommend at this point while this issue is not solved yet?
Best,
Ed

Hi @e.kurganov,
The workaround would be to use the old view, but it will be removed on March 31 and since it’s a feature with few votes, I’m afraid to say that it won’t be implemented soon.
With this said, there are no workarounds for now.
