Yes, it can be managed via the workflow properties.
You can use workflow properties to restrict the rights, for making the field read-only to other users you have to give the edit rights to only those users whom you want.
like you want to grant ABC group to edit issues only you can use the workflow property
jira. permission.edit.group --> GroupID,
