The latest version of Jira Server is 8.4 (released yesterday). If you want to see all new features introduced since your current version you will need to review each of the release notes in turn. They can be found here:
Before upgrading, you need to review each of the upgrade notes also, from your current version to the one you upgrade to.

The latest version for Jira software is 8.4.0 and Jira service Desk version is 4.4.0. To know about the new features you can go through the release notes.
