Language translation option in JIRA for Issues

Is there any language translation available or can be done for cloud hosting similar to below plug-in?

I found below, which does not support on cloud hosting

Is there any alternative method for cloud hosting?

Thank you, can this be done while transitioning issue workflow [on the fly]. ie, In Progress -> Resolved [Language transition to X language permanant, if language option is set?]

This is also not on JIRA Cloud, but if you'd like to move to a managed hosted server solution, which is like the cloud in terms of convenience, but any plugin you want, can help with that as an alternative.
