I have set-up issue creation from incoming mail on my cloud instance of JIRA and tested it successfully using a variety of different email addresses and test-created users. I have now let the company loose on the email address used for it and it is not picking up emails from any other users. I and others in my team can send emails that are picked up immediately and issues are created. However emails from other users remain in the inbox and no issues are created.
All users that I created for the test were part of the standard users group (to which all users belong) and had no special permissions. Is there anything obvious I may be missing?
Did you check if the users who are able to create issues and the ones who can't are sending the message to the same addres?
Also, please ensure the users have access to create issues for the project. You can use Permission Helper to check it.
