Jira Backup

Hello people, i dont have that problem an 2 month ago ... so when my server storage got full try to remove this backups and can't remove it  ....

i got solution about restarting jira and remove then but in our company jira is high priorited software and cant restart everytime when i want :) 

so please help me why this backups arn''t removable and how to fix this
