JIRA Cloud Latency and Status Code 409 from API Calls

I've been noticing latency when I open JIRA in a browser and did some investigation via Developer Tools > Network

The Network responses revealed two API calls that are producing Status Code 409 causing latency in page load:

https://XXXXX.atlassian.net/gateway/api/engage-targeting/api/v2/user/XXXXXXXX-XXXX-XXXX-XXXX-XXXXXXXXXXXX/messages/INAPP-XXX/start/a
https://XXXXX.atlassian.net/gateway/api/engage-targeting/api/v2/user/XXXXXXXX-XXXX-XXXX-XXXX-XXXXXXXXXXXX/messages/jira-insights-onboarding-tour-permission/start

 Anyone else seeing this?
