JIRA Aministration

I use JIRA cloud v1000. I'm the System Administrator, but I do not access to JIRA Administration.

Could anyone help with this?

On Cloud, full system administration rights are for Atlassian support only.  Your admin account is a reduced version, roughly the same as a "JIRA Administrator" for JIRA Server. 

You will not get full System Administrator rights on Cloud.  If you are trying to do something that needs them, then either it's not allowed on Cloud, or you will need to contact Atlassian support to change it for you.
