Issue with copy/paste adding special characters

One of my users has an issue with copying text and then pasting into JIRA issues textbox results in special characters getting added, such as the following:

“containsâ€

 Does anyone have an idea what might cause this assuming this is a not an issue with their clipboard and it is an issue in JIRA?

the problem may be with the source document they are copying from. I presume this is what they see when pasting, not when JIRA presents the field later, correct. Is JIRA setup for the same language they are copying from?

The language in the source document is the same and these characters do not appear in the text that they are copying from. But this is the only user having this issue so I think you are correct in that this is most likely an issue on their end or PEBKAC.
