Issue status doesn't work properly.

This suggests something is wrong with the index. 

Could you try re-indexing the project?  If I am right about the index, we should see the gadget update the status to "Development"

Note that if an index run fixed the problem, all it has done is fixed the data.

Whatever is causing the index to go wrong should be investigated and fixed. 

I would start with a good look at the history of ABAIT-9946 - look for the change of status from <something> to Development.  Then look at the workflow for the transition from <something> to Development that was used, and check the post-functions on it.  The usual culprit for a broken index is post-functions in the wrong order, or "clever" apps that are doing things wrong.
