Is there any gadget that we can use for adding static content to create static pages in Jira. In documentation I find rich text editor gadget but able to see any options to include it.

Where do you want to "add pages" in Jira? What problem are you trying to solve?

We need to add some static content in dashboard for reporting purposes. Looking for ways to enable a few gadgets through which we could render text or static details in dashboard.

The instructions for installing the Rich Text Gadget are here:

You have to be a Jira Administrator to access the Manage Apps through Apps under the gear icon.
