Is it possible to transition an issue based on the number of votes it receives

I was wondering how one would go about transitioning an issue from" under review" to "approved" based on a fixed number of votes for that issue?  Has anyone tried this before?

This would be accomplished with a Listener Plugin Module. If you're not into custom development, plugins like Script Runner offer a more simple approach to these things. 

It's possible that the free JIRA Automation Plugin could do this, but I am not sure if that plugin can capture votes.
