Is it possible to give users access only to issues they create within a project?

I would like to allow users the ability to report and track progress of issues within a new Jira project. They should be able to view and comment on issues they create but not issues created by others.

Welcome to Atlassian Community.

Yes, it is possible to configure Jira so the reporter can only see their issues. You have to use project permission and issue security to do this. Project permission controls what a user can do within the project and the issue security controls who can see a particular issue.
