Is it possible to get Program increment scope change report using JIRA Atlassian?
JIRA allows us to get scope change report based on sprints. But what about in terms of feature level for a program increment?

Can't you use fix version and releases to manage your Program Increment changes? See more here in this older but still valid article.

@Kristján Geir Mathiesen - Currently fix versions are not useful to us in tracking this. Thank you for the inputs. As we want to make use of a date field to check on this.

If you manage your Program Increments as Versions (Releases) as suggested below you can use the following Gadget to show the changes over time and more important the impact of those changes to your deliverables.
