Our O365 admin team is unable to figure out how to fix the issue below. Is anyone able to help please?

It seems the JIRA application needs to “Review Permissions” of Microsoft Online after adding the application to MS Teams. The application is able to be added to Teams, but the failure to sign in, is during the below period.
Here are screenshots to recreate the issue:
- I added Jira as a channel and tried to access Jira issues through the Issues tab.
- It asked me to enter my email address.
- Then it asked me to enter my O365 credentials.
4. I get an access denied.
