In Jira-how can I restrict the option that every user will add version and use only the close list?

I have a Jira for bug tracking.

today once every developer resolve an issue and he required to set  fixed version - but today every one can set whatever he would like and don't have to use the close list that I predefined as version

Hello,

Do you mean that users can create new versions when they edit the fix version field? If users can create new versions, it means that they have the Project Administration permission. You should remove this permission from the users.

On my project all the people got role of project administrator - now I fixed it.
