I was wondering if anybody can help me with this question, I am trying to add topic page on our helpcenter portal page. I appreciate any help.

First of all, keep in mind that this feature is available only for Premium and Enterprise instances.

It's available when you open the help center or customer portal, select Customize, choose Edit home page layout and click Create topic.
