Hi, need assistance. Is there any other way aside from Upgrading to add users to Jira. I already deleted inactive users but I still can't add.

Unfortunately, if you exceed the number of active users that correspond to your license, you cannot add new users.
Only by inactivating users who consume product licenses can you add more without increasing the plan

it will suffice to remove the user from product access - doing so you can add one new user.
