For JIRA software, you can use workflow conditions to determine the users that can transition the issue forward in a specific status.

P.S: The steps above are specified for JIRA Server, however, I could confirm that it also works for JIRA cloud version. My only recommendation would be to use Roles instead of Groups as a matter of organization.
