How to require field when changing other

Hello!

How can I force user to add comment, when he changes due date? We would like to know, why does he did that.

Also, is it possible to restrict this check by issue types?

Both are possible if you add a new workflow transition in your workflows to change the due date. Just make the comment mandatory on the transition for the selected issuestype's workflow.

The only other option is to do some Javascript hacks.
