How to not allow two digits on date picker

There is a known bug which display the previous century if we want to put a date after 2031.
I find the workaround which specify to change date format picker in advanced settings.
It works, almost...
If the user enter 12/12/45 -> 12/12/0045.
My question is, is it possible to not allow two digits format for the year?
I have a second one, if not, is it possible to put a description or a banner on the screens create/edit availble for all projects even if they have specific configuraiton field?
