How to link a user to a custom field

Hi,

We would like to link a specific user to a specific custom field. The reason being, when that particular custom field is chosen, the user is able to see and / or be alerted to the ticket. 

Do you have any ideas on how to achieve this?

Add a "user picker" custom field to the system (or multi-user picker).  They're both standard custom fields for JIRA, so you can find them when clicking "add" on the list of custom fields.

Once you've added the field, you'll be able to use it in permissions, security schemes (for visibility) and the notification scheme (for alerts)
