We are working with one of customers, and they would like a way to collaborate with Jira tickets between our company and them. Is it possible to create a ticket type that is visible to customer users while keeping all the other tickets hidden from them? If so how would we go about doing this?

Jira server allows you to apply issue security to issues so only certain groups or users can see them. You could use this to share issues on the project with them and hide others from them. In order to do this they would need a Jira license and need to have access to that project.
