@dhiman.das you need to remove jira product access for those users. It will prevent them from having access.
User Management -> Users -> Find your user -> Click on that -> Unselect JIRA Software checkbox. PFB screenshot.

If you want to deactivate users one by one then you can use Jira itself. The user management link is at the top right hand side as in the below screenshot.
If you need bulk deactivation/activation then you can try Manage User for Jira app developed by our team. It lists all users then you can search and sort them by name, active status. You can activate/deactivate users individually or in bulk. Hope it helps.
