How to create a custom preset filter in Jira 7+

When viewing a project there is a "Switch Filter" drop down that exposes a number of built-in filters.

I want to add a custom filter and have followed, as closely as possible, this tutorial. https://developer.atlassian.com/jiradev/jira-platform/guides/projects/tutorial-how-to-create-a-custom-preset-filter

Though a bit dated, *most* things seemed to remain similar to what the tutorial explained. In the end I get the plugin compiled, and installed. The module appears present and enabled via the Add-Ons screens, but the new filter does not show up in the Switch Filter dropdown or anywhere else.

And changing the section to "system.preset.filters.column.one" does not change the outcome at all for me.

I'd appreciate any pointers on this, because the documentation on this topic is bit sparse. Thanks!
